Knowledge, Skills and Experience Required:

  • Candidate must have ten (10) years of experience as a Federal, state, county or municipal law enforcement officer, or
  • Candidates with no prior law enforcement experience must have at a minimum successfully completed and graduated with a bachelor’s degree, from an accredited college or university. Candidates must then successfully complete the 560-hour plus basic training mandated by the Illinois Law Enforcement Training and Standards Board (ILETSB).
  • Previous law enforcement candidates must be in “Good Standing” with the respective law enforcement training standard board. Candidates must also not have any prohibitions regarding providing sworn testimony (Brady related matters).
  • Investigators are mandated to qualify with firearms by the state training board and any Investigations Bureau policies. Investigators must also exhibit proven verbal and written communication skills, collaborative abilities, problem solving, and analytical skills.


Function:

  • Investigators conduct proactive, reactive, pre-trial investigation and post-trial related responsibilities. Investigators conduct investigations from the initial complaint through trial, and post-conviction proceedings and respective hearings. Investigators also provide crucial investigative and logistical support to Assistant State's Attorneys in the preparation and presentation of cases.
  • Utilization of technology is an essential requirement for an Investigator. This includes employing technological resources to conduct investigations. Investigations have evolved due to technological advances and the complexity and volume of digital data. Therefore, the utilization of technology in day-to-day activities is a fundamental requirement to be successful in this role.

Principal Responsibilities:

  • Conduct follow-up investigation of felony cases, collect and process physical evidence, analyze and evaluate information gathered during the investigative process, and identify suspects and identify organized criminal activity.
  • Independent navigation of various databases to locate victims and witnesses required to testify in criminal proceedings. This responsibility includes the transportation of victims and witnesses, at times in-custody, when required.
  • Serve subpoenas for independent records and individuals.
  • Interview of witnesses, victims, and confidential sources and documentation of interviews in an investigative report.
  • Interrogation of suspect(s) and defendant(s), identification of inconsistencies, and false statements. Additional development of follow-up questions and/or investigative activities to corroborate pertinent investigative facts.
  • Assignment to confidential and/or time sensitive investigations and operations potentially requiring work beyond a declared shift and/or off-hours.
  • Conduct fixed and mobile surveillance to document criminal activity. Participate in undercover or covert operations to obtain information and gather evidence in support of investigations.
  • Document investigative findings in comprehensive and professional investigative reports which may be introduced in court proceedings.
  • Prepare, submit and execute search warrants and effect arrests.
  • Participation in consensual and non-consensual (court ordered) overhears of criminal conversations.
  • Conduct background investigations of individuals including suspects, witnesses, and applicants for positions within the State's Attorney's Office.
  • Complete mandated training classes within required timeframes established by Illinois Law Enforcement Training Standards Board (ILETSB), and seminars for career development.
  • Conduct computerized research to identify pertinent information which may assist with investigative responsibilities.
  • Testify in various court proceedings including preliminary hearings, before grand juries, evidentiary hearings and criminal proceedings.
  • Interact and professionally collaborate with other law enforcement and prosecutorial agencies on Federal, state, county and municipal levels.
  • Perform additional duties assigned or required by bureau supervisors.
